Starting from May 16th, mutual recognition of driver's licenses between mainland China and Macau will be implemented
In order to better promote the exchange and development between Mainland and Macao, in February of this year, the Ministry of Public Security and the Government of the Macao Special Administrative Region signed the "Agreement between the Mainland and Macao on Mutual Recognition and Replacement of Motor Vehicle Driving Licenses", realizing the exemption from testing and mutual recognition and replacement of driving licenses between the Mainland and Macao. The agreement officially came into effect on May 16, 2023.

Mainland of China and Macau recognize the valid driver's license issued by the other party, and one party allows personnel holding the other party's driver's license to directly drive or obtain a driver's license without a test.

The approved driving models for mutual recognition and renewal of driving licenses include small cars and small automatic transmission cars.


Permanent residents of Macau can hold a formal Macau driver's license that meets the requirements for the approved driving model, as well as original identification documents, physical condition certificates, and photos, and directly apply for the corresponding approved driving model driver's license in mainland of China without taking the exam.

Mainland of Chinese drivers who hold a valid driving license and meet the requirements can directly drive the prescribed vehicle type with a Mainland paper driver's license within 14 days of entering Macau; Those who need to continue driving after entering Macau for more than 14 days can directly drive the prescribed vehicle model in Macau within one year after registration with the Transportation Department of the Macau Public Security Police Bureau. Within the one-year validity period, they can enter Macau multiple times to drive without the need for re registration.
Full resumption of Hong Kong and Macao customs clearance from May 15th

To further ensure the convenience of entry and exit personnel and promote the opening up of services to the outside world, the National Immigration Administration will further adjust and optimize the following entry and exit management policies and measures starting from May 15, 2023. The announcement is as follows:

1、 We will fully resume the implementation of the "National Pass" for mainland residents to travel to Hong Kong and Macao as a team.
2、 Implement the "National Pass" for mainland residents to apply for family visits, work, and study permits in Hong Kong and Macao.
3、 Adjust the validity period of stay endorsements for mainland students studying in Macau. The entry and exit management agency of the public security organs shall issue a stay visa for mainland students studying in higher education institutions in Macau, with a validity period of no more than 1 year adjusted to be consistent with their study period in Macau.
4、 Fully restore fast customs clearance at ports.

Hong Kong and Macao residents who have flexible employment in Shanghai can participate in insurance in Shanghai starting from May

Insurance coverage
Self employed individuals who have reached the age of 16 and are under the age of 60 for males and 55 for females, self-employed individuals without employment in Shanghai, non full-time employees who have not participated in employee basic pension insurance or employee basic medical insurance in their employer, and other flexible employees.

Types of insurance participation and payment standards

Flexible employment personnel shall pay both basic pension insurance and basic medical insurance for employees, with a payment base ranging from 60% to 300% of the monthly average salary of all urban unit employees in Shanghai in the previous year. The payment ratio shall be consistent with the current rules.

Application channels
Hong Kong and Macao residents are required to bring the original Hong Kong and Macao resident residence permit to the nearest street town (township) community affairs acceptance service center to handle the insurance application procedures.
