To further ensure the convenience of entry and exit personnel and promote the opening up of services to the outside world, the National Immigration Administration will further adjust and optimize the following entry and exit management policies and measures starting from May 15, 2023. The announcement is as follows:

1、 We will fully resume the implementation of the "National Pass" for mainland residents to travel to Hong Kong and Macao as a team.
2、 Implement the "National Pass" for mainland residents to apply for family visits, work, and study permits in Hong Kong and Macao.
3、 Adjust the validity period of stay endorsements for mainland students studying in Macau. The entry and exit management agency of the public security organs shall issue a stay visa for mainland students studying in higher education institutions in Macau, with a validity period of no more than 1 year adjusted to be consistent with their study period in Macau.
4、 Fully restore fast customs clearance at ports.

Insurance coverage
Self employed individuals who have reached the age of 16 and are under the age of 60 for males and 55 for females, self-employed individuals without employment in Shanghai, non full-time employees who have not participated in employee basic pension insurance or employee basic medical insurance in their employer, and other flexible employees.

Types of insurance participation and payment standards

Flexible employment personnel shall pay both basic pension insurance and basic medical insurance for employees, with a payment base ranging from 60% to 300% of the monthly average salary of all urban unit employees in Shanghai in the previous year. The payment ratio shall be consistent with the current rules.

Application channels
Hong Kong and Macao residents are required to bring the original Hong Kong and Macao resident residence permit to the nearest street town (township) community affairs acceptance service center to handle the insurance application procedures.

In order to protect the rights and interests of Mainland Travel Permit for Hong Kong and Macao Residents (commonly known as the Home Return Permit) for Hong Kong and Macao residents from May 8. The announcement is as follows:

After the outbreak of the epidemic in 2020, some Hong Kong and Macao residents were unable to handle the procedures for renewing their return home permits in a timely manner. At present, personnel exchanges between the mainland and various ports in Hong Kong and Macao have been fully restored, and the demand for Hong Kong and Macao residents to travel to the mainland has increased sharply. There is a problem of long queuing and appointment cycles for certification agencies in the Hong Kong and Macao regions. Therefore, the Exit and Entry Administration of the People's Republic of China has decided to extend the validity period of the return permit, which is valid from January 1, 2020 to December 30, 2023. The holder of the certificate can handle the entry and exit border inspection procedures normally and travel to the mainland with the original return certificate mentioned above; After entering the mainland, it is allowed to go to the nearest county-level or above public security organ's entry and exit management department to apply for a new return permit.

In accordance with the current situation of COVID-19 pandemic and to facilitate people-to-people exchanges, starting from 1 March 2023 (Singaporean time), Antigen Rapid Test (ART, including ART home testing kit) result will be accepted for air passengers flying directly from Singapore to China instead of PCR test. The Chinese Embassy in Singapore has updated its Guide on Epidemic Prevention and Control Measures for China-bound Travelers. In order to avoid any travel delays and disruptions, we recommend that all travelers read and follow the instructions on the guidance carefully.

Guide on Epidemic Prevention and Control Measures for China-bound Travelers

1. Pre-departure test

COVID-19 PCR test or Antigen Rapid Test (ART) are required within 48 hours before boarding China-bound flights. Passengers are required to travel to China with a negative test result. If you received a positive test result, you should only travel to China when you tested negative against COVID-19. 

2. Health declaration to China Customs

You are required to declare your negative test result to China Customs by filling the Health Declaration Form on the WeChat mini-program of China Customs (scan the QR code below), or at https://htdecl.chinaport.gov.cn, or via the China Customs APP.  

3. Airline companies will no longer check the negative PCR or ART test results.

4. Self-protection on the Aircraft

You are cordially recommended to wear a mask throughout the flight and take good personal protection to reduce the risk of infection. 

5. Inspection upon Entry

You can go through customs with your health declaration result, and China Customs may conduct random sampling inspections according to a certain proportion.

If there are abnormalities in your health declaration or you are showing symptoms such as fever, you are required to take a test by China Customs. Those whose results are positive will need to self-quarantine or seek medical treatment as notified by the authority. Those whose results are negative will go through routine inspection by China Customs in accordance with the Frontier Health and Quarantine Law and other laws and regulations.

6. After-entry Epidemic Prevention and Control

After entry into China, you will have to strictly abide by the epidemic prevention and control requirements where you stay.
